What would an "average" OF throwing velocity and 60 time be of a drafted outfielder?

When you talk about "average" on a major league 20-80 scouting scale a 50 is going to grade out as average and a 6.85-6.99 60 yard dash is going to be about average and a 90 mph arm would be average.

Will a D1 school be interested in a catcher without having a sub 2.00 pop time, and is not superior offensively?

That could be a tougher sell to a D1, but there are many other factors still to consider. A pop time north of 2.0 doesn't necessarily means his defense is deficient, but typically D1 catchers are going to be some of the best defenders around, and if they're not they likely will swing a big stick.

Does throwing faster automatically rank you higher in your class?

No, not at all. Commanding the zone and having quality secondary offerings is just as important if not more. A pitchers ceiling is also a factor, how well do they project, how their arm works, etc.
