ROSEVILLE, CA - Anticipation and expectations for this loaded event were quickly validated with impressive TrackMan and Blast Motion metrics. Many players saw their metrics make improvements while newcomers discovered them for the first time and the value that they hold.  However, the annual Preseason All-State event isn't complete without a detailed scouting report from the Prep Baseball Report scouting staff. In this addition we dive into Underclass Outfielders.

Will Shulman, Calabasas, 2023
Body: 5-9, 150-pounds. Wider shoulders, tight waist, and upper half strength with projection
Hit: LHH. Narrow, tall stance with strong push forward off the backside. Hands work down/back off deeper hand load; times where he loses connection on the forward move. Handsy, flatter barrel path allows him to get on plane and work through the baseball. Rotates well and produced the best swings when he stayed connected earlier. 73% On Plane Efficiency, 16.9 gs Max Rotational Acceleration, 63.5 Max Batspeed, 22.2 Max Handspeed.
Power: 83.70 mph exit velocity.
Arm: RH. OF - 74 mph. Longer arm action that comes out of a more over the top slot. Throws were made on an upward angle which made most throws made accurately on the fly.
Defense: Is aggressive in his angles and fields low and out in front. Plays through the ball and uses that momentum to get off strong throws.
Run: 7.55 runner in the 60. 

Jackson Kemmerer, Santa Margarita Catholic, 2023
Body: 5-8, 160-pounds. Athletic frame, current strength in the upper half with space for more growth.
Hit: RHH. Very high hands, narrow start striding away from connected back leg. Hands pull-down and rotation gets front side into ground Compact, upwards stroke stays on plane early and long designed to drive balls to the pullside/middle. Flashed pull side power finishing round with a long shot to gap. 23.6 g Max Rotational Acceleration, 22.8 Max Handspeed, 69.9 Max Bat speed, 78% On Plane Efficiency
Power: 95.40 mph exit velocity from the tee.
Arm: RH. OF - 83 mph. Quicker arm action that isn't rushed. All throws were made on the fly and showed good carry. 3/4 accurate throws in the defensive workout.
Defense: Attacks the ball and takes good angles. Fields low and uses momentum well. Clean exchanges and is average in time to release. 
Run: 6.74 runner in the 60. 

Parker Hellekson, Roseville, 2023
Body: 5-11, 172-pounds. Long, athletic frame, high waisted and lots of space to fill in fully.
Hit: RHH. Balanced, relaxed with even hands, high back elbow to start. More of a pick-up put-down stride allowing hips to rotate very quickly. Hips decelerate/accelerate with noticeable ease. Bat stays with the body well allowing upwards finish from quick hands. Bat-to-ball skills showed off during BP and then in gameplay. Should be a high-carry tool in near future. 17.4 gs Max Rotational Acceleration, 21.4 Max Handspeed, 75.6 Max Batspeed, 62% On Plane Efficiency
Power: 93.00 mph exit velocity.
Arm: RH. OF - 80 mph. Compact, full swing with ability to carry online to targets
Defense: Moved with ease and slight rocker step when working through the baseball. Made nice play in-game action.
Run: 7.37 runner in the 60. 

Jacob Hudson, Valley Christian, 2023
Hit: RHH. Balanced, even hands to start with a high back elbow. Quick front leg lift allows him to sink into back hip before backside all comes together on the swing. Upward path with hand speed present. Aggressive in his turns allows him to create damage to pull gap; times where hands can disconnect early and lead to more groundballs. Present bat speed with Wood Bat in BP. 22.8 Max Handspeed, 74.3 Max Bat speed.
Power: 98.40 mph exit velocity.
Arm: RH. OF - 92 mph. Strong compact arm action. Plus arm strength. Takes his time setting up his feet so slower to release. Throws had great carry and were thrown through the target. 3/4 accurate throws in the workout. 
Defense: Balls low to the ground he attacked and came up with great momentum. Higher hopped balls he stayed back and let the ball come to him. Uses a glove tap before getting into throwing motion.
Run: 7.32 runner in the 60. 

Carmelo Rivera, Valley Christian, 2023
Body: 5-10, 165-pounds. High waist, lanky limbs with athleticism currently and projection over next couple seasons
Hit: LHH. Even base, taller posture with relaxed shoulders and hands at the back. Quiet and easy load with small foot lift and shallow hand load. Stays square to home early, stops well and finishes with great balance. Repeatable swing. Loose hands, quick and compact with the body. Gets into the front side well allowing hands to continue through the zone. The top hand took over a bit in BP, but able to keep strong direction while staying behind ball. 16.6 gs Max Rotational Acceleration, 69.7 Max Bat speed, 20.8 Max Handspeed, 66% On Plane Efficiency
Power: 89.10 mph exit velocity from the tee.
Arm: RH. OF - 82 mph. Loose arm, compact and fluid, and showed the ability to hit his targets.
Defense: Above-average actions in the OF; easy athleticism on display with loose actions and active feet. Chance to be very good for the position.
Run: 6.92 runner in the 60. 

Alexander Wilson, Monte Vista, 2023
Body: 6-2, 185-pounds. Wide shoulders, long frame with lean strength
Hit: RHH. Tall stance, low hands tight to the frame. Hands go back early with hips pushing backwards and feet coming together on toe-tap load. The front hip opens early in the swing. Direct hands cause him to be steep to the baseball but was on plane early. Stayed inside the ball with low liners through middle/RF. 68% On Plane Efficiency, 22.1 Max Handspeed, 67.7 Max Bat speed.
Power: 90.40 mph exit velocity.
Arm: RH. OF - 70 mph. Shorter arm action and throws on a line making for accurate one/two-hop throws. Average arm strength for age.
Defense: Attacks the ball aggressively. Adjusts at times with stutter steps late. Plays through it quickly getting to release in good time.
Run: 7.38 runner in the 60. 

Silas Beltran, Redwood, 2023
Body: 6-0, 190-pounds. Physical build, present strength there and wider build
Hit: RHH. Wider stance, slightly open with high hands, high back elbow. Pushes back before coming forward with a shorter stride. Frontside opens early. Hands work down and through the zone with a higher finish over the front shoulder. Rotates well and gets on plane, but has a tendency to get out of the zone quickly. When it's in his zone, the ball jumps off the bat. 22.8 gs Max Rotational Acceleration, 79.1 Max Bat speed, 76 % On Plane Efficiency, 20.9 Max Handspeed,
Power: 95.70 mph exit velocity 
Arm: RH. OF - 82 mph. Long and whippy arm. Throws were on an upward angle so most hit the target on the fly. 3/4 accurate throws.
Defense: Takes good angles and comes through the ball hard. Takes some stutter steps to set up feet. Gets in a mild crow hop when throwing.
Run: 7.42 runner in the 60. 

Ryan Limerick, Notre Dame, 2023
Positional Profile: OF/LHP
Body6-0, 185-pounds. Strong and physical in the build with athleticism present. Will continue to improve as he matures
HitLHH. Squatted stance, relaxed hands at back shoulder and bat flat there. Quick front lift and hand pullback getting into the ground and frontside well with strong hip drive. Early in his rounds was steeper and pushing into zone before adjusting with better actions to stick under his shoulders. Staying behind the ball allowed him to drive liners through the middle/pullside. 70.7 Max Batspeed, 59% On Plane Efficiency, 20.9 Max Handspeed, 11.7 gs Max Rotational Acceleration.
Power90.00 mph exit velocity 
ArmLH. INF - 81.00 mph. OF - 82 mph. Short arm action from both the OF and 1B. Higher arcing accurate throws from the OF. DP throws were accurate to the chest.
Defense: In the OF he charges in on balls hard and uses a large crow hop. Plays low to the ball and transition from field to throw was smooth. Athleticism will allow him to play any outfield spot.  Solid defensive actions at 1B as well both in fielding and around the bag.

Nolan Stevens, Franklin, 2023
Positional Profile: 1B/LHP 
Body: 6-3, 210-pounds. Strong, Large frame with plenty of current strength and space to continue adding more at full maturity. Projects to next level.
HitLHH. Hands at back shoulder with high back elbow and slight bend in knees. Loads slowly as he hinges and rotates around the back hip allowing him to control forward move. Hips start/stop very well allowing for great direction. Hands stay with the body very well through rotation before extending through the baseball. Feel for the barrel present and understanding of what he does well. Explosive swing able to drive through contact to the pullside/middle of the field. Barrel stays in the zone a long time. 78.3 Max Batspeed, 56% On Plane Efficiency, 22.5 Max Handspeed, 16 gs Max Rotational Acceleration, 93.49 Avg EV, 80% Hard Hit.
Power97.80 mph exit velocity.
ArmLH. INF - 89.00 mph. OF - 85 mph. Plus arm for either OF or 1B Position. Compact actions and ability to dial it up when he needs it.
Defense: OF: Rushed body a bit during grounders with some times where he worked out of sequence. Best ones allowed his throws to have firm carry online. 1B: Handled the bag fine with ability to keep head down and behind the glove for scoops. Moved with athleticism off the bag attacking the ball.
Run7.23 runner in the 60.
