A two-way prospect. On the mound the right-hander has a slower paced delivery that he can repeat. Arm action is shorter and relatively clean,  generates average to slightly above average arm speed while moving through an over the top slot. Arthur’s length and plane creates a tough angle on hitters as his 76-78 mph fastball works downhill. Spins a big breaking, 12/6 breaking ball at 62-64 mph. Showed solid feel for the offering. Also showed a 73-74 mph changeup that had a fastball look out of the hand. At the plate he starts in a balanced setup prior to getting into his loading sequence. Lower half is efficient and barrel gets to a strong launch position through a bat tip movement. Swing is level and strength is apparent at contact. Should see easy increases in pop as bat speed catches up to strength with maturity. Run producer potential. Top exit velocity was 82 mph. In the outfield he goes with quick footwork in his approach. Plays fast and through the baseball with confidence. Ball skills are above average. Showed off 82 mph arm strength to home plate.

A strong presence at the plate from the right side. Initiates pre launch movement with a double tap. During lower half load he takes his hands slightly back prior to launch. Path is level to slightly downhill with some whip to the barrel. Strong kid with gap to gap pop. In the outfield he uses athletic footwork in his approach. Gets to the baseball in a timely fashion. Does a nice job of maintaining momentum through fielding into his throws. Corner outfield type. Works from the stretch off the bump. Leg lift is easy and fluid. Delivery requires little effort. Arm works through a high-3/4 slot with his fastball sitting 70-72 mph. Showed a breaking ball for his primary secondary offering. The pitch moves on an 11/5 plane with gradual break at 63-66 mph.
