Estimated 6-foot-2, 190-pound athletic frame. The right-hander throws from a high ¾ slot with a long, quick arm swing and an athletic delivery. His fastball was 93-95 mph early on and settled in later at 91-93 mph. Commanded the ball low in the zone and was able to elevate it for swing and misses. Flashed a slider at 77-78 mph with 10-4 shape.
8/2018 - Made two appearances and logged four innings at Area Code Games. Allowed two hits, a walk and hit batter while striking out four. Fastball was 89-91 with some arm-side movement. Curveball was slurvy at 75-78. Mixed in a changeup at 80. Upright delivery, landing slightly closed. Some head snap.
Jupiter 2017 - At 6-foot-1, 170-pounds, he has a wiry-strong build with room for continued physical development. He has considerable deception in his delivery, utilizing a funky hip coil, working across his body with cross-fire action. It’s a low-effort delivery, and the ball comes out the hand with ease. His fastball topped at 89 mph, working mostly in the 86-87 range throughout his four innings. He also threw an effective 73-75 mph slurve. Phillips allowed two hits, struck out four and walked two in his outing.
10.1.16 - 6-foot-1, 170-pound lean frame. Works from a high-¾ slot with long, clean arm action. His fastball ranged from 84-86 mph in the first four innings. Fastball has some arm-side run and sink. He showed good command moving the fastball around the zone and locating on both sides of the plate. Did a good job controlling the running game posting 1.1-1.2 home-to-the-plate times out of the stretch. In the fifth inning he was still sitting 83 mph with his fastball. Threw one slider at 77 mph.

He pitches with an athletic tempo in his delivery, remaining upright through leg lift before throwing his glove towards the batter with a high front side, creating some deception and a tough angle. His fastball sits 94-95 mph, and touches 98. Phillips will show arm-side run and, at times, control to both sides of the plate. He also throws an 83-86 mph slider. It's firm and has tight spin with late 10/4 action. After showing potential first round stuff last fall, Phillips did not perform as well as expected this spring due to control inconsistencies, missing armside and up too often; he got stuck closing himself off and throwing across his body. He ended the abbreviated season with 27 strikeouts and 15 walks in 25.2 IP and is now considered more of a second to early third round talent. As a projectable freshman who can return with full eligibility at a perennial power JUCO, Phillips has a lot of leverage in the draft with unknown signability at this point.

He pitches with an athletic tempo in his delivery, remaining upright through leg lift before throwing his glove at the batter with a high front side, creating some deception and a tough angle on his fastball.
