Over the summer, the National Federation of State High School Associations declared that state associations would be responsible for developing their own pitching policies based on pitch counts, as opposed to previously used innings limits. As such, the PIAA approved the following rules for use beginning this spring:
While the new limits may compel teams to go one or two pitchers deeper on their staffs with more regularity, enforcement could end up being the most controvery-generating piece. Scorekeepers are bound to have discrepancies along the way, which will not only cause consternation between dugouts and umpiring crews, but also disrupt game flow while the situation is resolved. It will also be interesting to see what recourse a future opponent has if a team incorrectly (even if accidentally) inputs the pitch counts from a previous game into MaxPreps or GameChanger. Regardless, while the kinks in the system are worked out, there is little doubt that the new rule should have a positive effect on player health.
